RAFAEL PACCHIANO
Managing Partner of GAIA Consulting. His formation and expertise are a blend from both private and public sector. His background as Mexico's Former Minister of the Environment (SEMARNAT 2015 - 2018) and member of the Congress allowed him to perfectly know the environment sector, to implement major public policies and to understand the legislative process not only to the point for creating new laws, but also to allow the dialogue with the politic parties that might be involved. He also has private sector experience in international companies such as Booz - Allen & Hamilton, Pfizer, BMW Group among others.
CONSUELO JUÁREZ
With more than 25 years of experience in environment and government practices, her experience has been forged in consulting in the environment sector as well as in the public sector. Consuelo was Deputy General Manager of the Legal Department of the Ministry of the Environment of Mexico (SEMARNAT) for many different administrations. As a public servant, Consuelo has been a key player in all the reforms to the environmental laws in Mexico, as well as in the implementation of several international accords. Her expertise in private consulting has been focused on administrative issues, financial and budget, public hiring, transparency, open government, anti-corruption practices, regulatory enhancements and environmental compliance.
CÉSAR MURILLO
César has more than 20 years of experience in his environment and energy background. He was formed in the most important law firm in Mexico. Within his experience in the private sector, he has experience in the implementation of public policies since he was the General Manager in the Ministry of the Environment of Mexico (SEMARNAT) in the chemical and hazardous materials area.
He collaborated in the negotiation of the USMCA environmental chapter within the chemical annex. In the international context, César was the General Manager of the Environment of the Mexican Embassy in Washington DC. He has also collaborated as a Consultant for sustainable issues in the World Bank.
GUILLERMO SCHIAFFINO
Guillermo has vast experience in the public sector, from planning and executing budgets in several government agencies, enhancing and managing human resources, to negotiating with several government agencies (both federal and state) the implementation of environment related projects. He has participated in the design, and follow up of international projects and their budgets (eg. UN). Guillermo was the Chief Financial Officer of Mexico's Ministry of the Environment (SEMARNAT).
